License Plate Readers Privacy Impact Assessment ReportThe IACP, through the LEIM Section, has developed a Privacy Impact Assessment Report (PIA Report) for law enforcement license plate reader systems to comprehensively set forth the privacy concerns that should be addressed by any criminal justice agency utilizing LPR systems. The report provides agencies implementing LPR systems with the information they need to ensure that data is managed in such a way as to meet the needs of public safety while protecting individuals' privacy interests.
The International Association of Chiefs of Police passed a resolution about License Plate Reader (LPR) technology during the 2007 IACP Annual Conference in New Orleans, Louisiana:
"This resolution strongly encourages the U.S. Congress to fully fund license plate reader and related digital photographing systems, including interrelated information sharing networks, for the northern and southern borders of the United States and encourages all countries to use like technology, to the extent possible, to share appropriate law enforcement information."
Policy and Operational Guidance for Law Enforcement
Advancements in technology rapidly out-pace policy development. The IACP, with NIJ, is developing a Policy and Operational Guide for Law Enforcement. This document will discuss implementation challenges, successes, and leading practices from law enforcement agencies who have implemented LPR systems.

License Plate Reader Surveys - Coming Soon!
The Technology Clearinghouse is now compiling information about law enforcement LPR projects. These surveys will be collected and posted to the Technology Clearinghouse. Each survey will provide you with background information on that particular agency's license plate reader (LPR) related project, including funding resources, hardware and software vendors utilized for that project as well as contact information for the individual who worked on the project. Some of the surveys may appear in other categories because they deal with various technologies and are not just limited to LPR.

The IACP Law Enforcement Information Management Section (LEIM) brings together law enforcement
practitioners to improve and facilitate the exchange of information and system interoperability
within and across jurisdictional boundaries. LEIM key stakeholders include police chiefs, law enforcement
executives, and technologists.
